Administration of India Notification dated 22nd July 1988 with respect to updated pay scales expressed that lone those applicants who, other than satisfying the base scholastic capabilities recommended for the post of Assistant Professor/Lecturer, have qualified in a thorough test, to be explicitly led for the reason, will be qualified for arrangement of Assistant Professor/Lecturer. Appropriately, the UGC led the test for Junior Research Fellowship and qualification for Assistant Professor/Lectureship on 24thDecember 1989 and 29thApril 1990 in the subjects falling under Humanities and Social Science including dialects. The CSIR led the Joint UGC-CSIR test for JRF and qualification for Assistant Professor/Lectureship on 31st December 1989. At the same time, the UGC asked the State Government and Union Territories about their choice to direct their own test or on the other hand, receive UGC and UGC/CSIR test. If they select to direct their own test proportional to UGC and UGC/CSIR tests, such tests will require accreditation by the UGC. The Commission at its gathering hung on 25th May 1990 chose to establish an UGC Committee on accreditation of test to be led by State Committee and Union Territories. This board of trustees is assigned as U-CAT.
